ABSTRACT
Myth-making around the creation and importance of the Armenian re-gion is a product of historical and informational fight, which is superfi-cial and does not reveal the depth of complex political and demographic issues. The history of the Armenian region (1828-1840) is considered a key period in assigning Transcaucasia to the Russian state and in the sub-sequent formation of Armenian statehood in the Caucasus.
Analysis of historical data shows that the creation of the Armenian region by Tsar Nicholas I was dictated by striving to form a security belt on the border with the neighboring Ottoman and Persian powers, which was supposed to stabilize the situation in Georgia. In this context, the resettlement of the Christian and Muslim population from Persia was planned and carried out. 8 thousand chervonets out of the allocated 16 thousand were spent on the resettlement of the Armenian population, and 20 thousand chervonets on that of the Muslim population. The leader of the Muslim resettlement was the mujtahid Aga-Mir-Fetteh Tavrizsky, the pre-eminent cleric in the Shiite hierarchy.
The approach of Nicholas I to the creation of the Armenian region on a part of historical Armenia and his adoption of the title "Sovereign of the Armenian region" was a solution to the national question within the Russian state, following the example of the Bessarabian region, the Finn-ish principality and the Kingdom of Poland. Gradually, the standards of the Russian governance system began to be introduced in the Armenian region. It became one of the profitable provinces of Transcaucasia and then the Yerevan province was formed on its basis. Tsar Nicholas I paid attention to the conciliarity of the Holy See of Echmiadzin for Armenians abroad, which was reflected in the "Regulations on the Armenian Church" of 1836.
