ABSTRACT
The effective financial system plays a decisive role in the management system of university education, which is a challenge for HEIs operating in the Republic of Armenia. The current financial model of financing university educational services has lost its relevance and is not consistent with the requirements of competitive education. Limited financial resources for the development of education currently require evidence-based effective education management, which is even enshrined in the legislative norms of the Republic of Armenia. However, in parallel, the republic still does not have the necessary mechanisms for transparency and publicity of the activities of higher educational institutions, a results-based management system and performance indicators (KPI), which should serve as the basis for determining the dimensions of education financing by the state.
In addition, financing higher professional education requires a varie-ty of sources of attracting financial resources, not limited only to state support. Therefore, there is a need to develop a diversified financing mechanism for the educational services provided, which will ensure the financial stability of university activities in the long term at the expense of the commercialization of scientific research developments, university inviolable financial funds, grants, and the internationalization of educa-tion.
The article presents proposals for the development of an effective mechanism for financing university education in the Republic of Arme-nia, taking into account international best practices and the specifics of financing domestic higher education services.
